Pilot action
Verification of new indicators for monitoring adaptation to climate change in the Lublin Voivodeship
The Lublin Voivodeship Environmental Protection Plan includes adaptation measures but does not contain climate change adaptation indicators, making it difficult to assess their effectiveness and highlighting the need to supplement the Plan with a dedicated indicator set. Following the exchange of strategic documents from other European regions, including materials shared by ADAPTO partners from the Cyprus Energy Agency (LP) and Tipperary Council in Ireland (PP3), which contain examples of indicators used for climate adaptation, an effort will be undertaken to expand the indicator set within our policy instrument. The pilot will be implemented with the substantive support of PP1 and PP3 through bilateral online meetings, drawing on their knowledge and experience, which are essential for the pilot’s success. The action involves analysing the indicators provided by project partners and determining which should be incorporated into LV management documents, based on measurability and data availability. A comprehensive expert service is foreseen, including searching, acquiring and verifying data from external sources or own research, ensuring that all data are measurable, periodic and reliable. A database will be developed for indicator monitoring and tested for efficient storage, management and access. During the pilot phase, indicators will be tested in selected sectors such as agriculture (e.g., agri environment climate subsidies; biodiversity refuges), natural resources (e.g., area of protected land, changes in forest composition) and infrastructure (e.g., roadside tree canopy). The testing will assess data availability, quality, feasibility of regular collection, and consistency with existing datasets. Indicators will also be validated with stakeholders and project partners. Based on the results, a report aligned with the Environmental Protection Programme will present the most feasible and effective indicators for long‑term monitoring of climate adaptation.
