Pilot action
Collecting data on healthcare energy consumption at regional level - an Irish Italian Experience
The LP (CET) is appointed by the Region of Tuscany to carry out tender procedures relating to the supply of electricity, natural gas and heating fuels, and energy efficiency measures. To do so, CET is involved in collecting data on energy consumption in the healthcare sector in Tuscany.
The Pilot Action is developed in Campostaggia hospital (Tuscany). It tests a new data collection and monitoring system, installing devices and a software for automatic collection. This is based on the good practice (GP) “Capital & Estates Energy Bureau” developed by DAPHNE's Irish PP8 (HSE).
The selected hospital is part of the DAPHNE’s GPs approved by the PLP as a successful model for implementation of energy efficiency measures through an Energy Performance Contract drawn by CET.
The Region of Tuscany does not have a data collection system covering the entire region in real-time. The system for monitoring energy consumption in hospitals and healthcare facilities depends on the different types of contracts signed with energy suppliers, who are not required to share data with the Regional Government.
The fragmentation of energy contracts makes it difficult to collect relevant data, which is often late, incomplete and inconsistent, and does not allow for the system to be centralised at regional level, unless calculations are carried out manually rather than automatically, based on energy bills.
Within the DAPHNE context analysis, partners identified ways of obtaining updated assessment of the current situation of the healthcare sector, by checking the availability of statistical information and gathering data to define a baseline. Where information is insufficient or difficult to access, any policy improvement is ineffective, as it would define actions without knowing the actual situation.
The pilot action demonstrates the importance of having a centralised-automated data collection system at regional level and including a mandatory data-sharing in all energy supply contracts.
