Competence Centre on climate change mitigation in energy-intensive industries (KEI)
About this good practice

This is the good practice's implementation level. It can be national, regional or local.
The Competence Centre on climate change mitigation in energy-intensive industries (KEI) was established in 2019 in Cottbus, Germany, a region of industrial change, and has since then been managed by the Zukunft–Umwelt–Gesellschaft (ZUG) gGmbH on behalf of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) .
As a Think Tank the KEI addresses industry, politics, the scientific community and the general public. The aim of KEI is to offer an interdisciplinary, cross-industry exchange platform for the development of springboard innovations working towards a climate-neutral industry.
The Climate Action Plan 2050 and the climate change act are the framework for modernising the German economy and providing guidelines for all sectors (industry, energy, buildings, transport, agriculture, waste management and others) aiming for climate neutrality by 2050. In this way, it also provides important orientation for investments, which are to be made in the industrial sector in the coming years
In addition to increasing energy efficiency and the use of renewable energies, production technologies in energy-intensive industries must be replaced to achieve climate neutrality in industries. The KEI supports companies in coping with this complex task by providing knowledge, driving progress and promoting change. The Competence Centre provides advise to policymakers on the strategic direction of the future funding and regulatory framework.

Resources needed
28 million EUR (2021 – 2024) institutional funding budget - Structural Strengthening Act (Federal funding program “Decarbonization in industry” )
Evidence of success
- Recruiting leader and employees
- Occupating institute rooms
- Establishment of the expert advisory board and organisation of its meetings
- start of a series of events e.g. "Cottbuser Gespräche"“Lausitzer Fachkonferenz Dekarbonisierung”, specialist forums
- KEI will assume the role of project executing agency for the funding programme "Decarbonisation of Industry" and will be available as a contact partner for companies submitting applications.

Potential for learning or transfer
The EU and its Member States are parties to the Paris Climate Convention. Thus, besides Germany, other EU countries are also facing the challenge of CO2 reduction in the energy-intensive industrial sector.
A competence centre can support this sector as a knowledge mediator. Target groups for this good practice are therefore the industrial regions.
