Pilot action
Labour market mentoring
The pilot action aims at test the transfer of the expert-approved good practice "Labour market mentors Saxony" from Germany to Jyväskylä (PP7) ahead of a possible durable integration in the municipality's policy. Jyväskylä has identified the need to provide more targeted support to third country nationals entering the labour market during the process of elaborating baseline study. During its peer review, the Saxon good practice was recommended for uptake by the visiting peer review team.
During the pilot action, the municipality will create an additional staff post to provide individual assistance to third country nationals. Support activities include group and individual trainings to migrants on topics on enterpreneurship (national legal/tax framework), programmes for improving business competences, identification of existing or needed skills meeting labour market demand, and arranging opportunities for internships or job shadowing. To offer this broad range of services, the labour market mentor will network with exisiting programmes and institutions to coordinate and accompany mentees' participation in those.
The pilot action comprises the following activities:
1) Joint training session of the future labour market mentors conducted by AP9 with support of the Saxon good practice owner
2) Structured analysis of available support services (for inclusion in the mentors' networks)
3) Local kick-off events to present the new support structure (involving at least 4 other stakeholders)
4) Awareness raising among the target group of third country nationals, including group training sessions
5) Mentorships to a pilot group of 15-20 individuals (between 4 and 8 hours/ea.)
6) Online monthly (PP7 & AP9) to exchange about the implementation
7) Impact analysis study by AP9 involving a mix of written and personal interviews with supported mentees
8) Result presentation to local decision-makers to consider post-pilot policy integration.
