Pilot action
OD Innovation Labs
This pilot action will test the transfer and adaptation of the Veneto Innovation Lab model to Andalucía, aiming to create a local innovation ecosystem based on Open Data (OD). The focus will be on evaluating how the Veneto model of public-private collaboration through OD solutions can be applied to regional priorities in Andalucía.
The pilot will facilitate the creation of Innovation Labs under the Puntos Vuela initiative, where stakeholders from the public sector, private companies, academia, and civil society will co-create solutions to local challenges. The pilot will assess how the Veneto model can be adapted to Andalucía’s needs, testing the effectiveness of OD-driven solutions in sectors such as energy, agriculture, health, and governance.
Key elements to be tested include:
● The establishment and operation of Innovation Labs.
● The quadruple helix approach (government, business, academia, civil society).
● Stakeholder engagement and OD solution implementation.
● Alignment of the Veneto model with regional policy priorities, especially in digital governance.
The ultimate goal is to establish a sustainable local innovation ecosystem, driven by the quality and use of open data provided by regional and municipal platforms. This ecosystem will focus on developing solutions aligned with the objectives of Work Group 2: “Digital Transformation” of the S4 Andalucía strategy. This pilot will provide valuable insights into the challenges and potential of transferring the Veneto Innovation Lab model to Andalucía, supporting the long-term integration of OD in regional policy.
