Pilot action
Testing the deployment of Renewable Energy Communities in Andalusia based on regional public infrastructures and using the common REC4EU methodology
The pilot project will be developed in a Secondary School owned by the Andalusian Regional Government and which is part of the more than 4,500 buildings managed by the REDEJA network. Specifically, the pilot project aims to test the implementation of the first REC in a regional public building, from a 20 kWp PV installation that will be located on the roofs of the school and whose energy will be shared by the school, citizens and SMEs located in its vicinity.
The project will be developed in the following phases:
First, legal assistance will identify the legal aspects to be taken into account so that a regional public building can use its facilities and infrastructure to host renewable energy communities (there are no previous experiences). Likewise, the different operating models and public-private collaboration mechanisms will be established, as well as the agents involved and the contracting models in each case.
Secondly, and through social assistance, an analysis will be made of the different mechanisms to be promoted in order to make it easier for citizens and SMEs to join the REC project. These mechanisms will be implemented in the pilot action for testing.
Finally, technical assistance will size and tender the start-up of a 20 kWp pilot plant, which will be the basis for the creation of a REC.
Documentary models of the entire process will be generated so that they can be used by REDEJA network managers who want to replicate this system in other regional buildings. Only in the case of Secondary Education Schools, 969 buildings have been counted in Andalusia.
In this sense, a training day is planned for REDEJA managers to present the results (legal, social, technical and economic) and an explanatory video of the pilot project to facilitate dissemination.
