Pilot action
CommitClimate Simulator as digital tool for policy instrument improvement on Constanta Metropolitan Area
The pilot action aims to transfer a successful proved practice from Latvia region to Romania region (Constanta Metropolitan Area) and integrate it into Sustainable Urban Mobility Plan for Constanta National Growth Pole (PI3).
The main objective of SPOTLOG project for Constanta Metropolitan Area (CMA) is to integrate sustainable logistics actions into the SUMP. So far, PI3 includes generic targets/indicators for sustainable urban logistics planning, integrating the freight dimension into an integrated mobility policy. The objective of reaching carbon neutrality by 2040 was added to the PI3, together with the necessary actions to achieve it.
On ongoing their effort to improve PI3, PP04 and PP09 concluded the lack of a computer model capable to evaluate alternative solutions/actions included into Sustainable Urban Logistics Plan (SULP) to perform CO2 scenario modelling at a certain timeframe (e.g., by 2030, 2045 or 2050) and assess what measures should be taken to achieve climate neutrality in the most cost-effective way. The most appropriate solution to address this problem seems to be CommitClimate Simulator which was successfully proved as a good practice not only in Latvia but also in Sweden, Estonia and Poland.
CommitClimate Simulator will be used for input data and outputs in two different sectors (goods and passengers transport services) using default and official data. It will be developed based on realistic assumptions to reflect Constanta Metropolitan Area conditions. This is an innovative implemented-oriented approach of a new practice on the ground with the relevant stakeholder group relevant for PI3.
The final objective of the pilot action is to integrate CommitClimate Simulator as a digital tool into PI3, improving it and finally increase the capacity of PP09 and local stakeholders on the SUMP implementation and realistic estimating CO2 emissions and modelling future scenarios.
