Pilot action
Methodology and decision-support tool for assessing the best locations for hydrogen development in the Moravian-Silesian Region
The pilot action will test in MSR the analytical approach used by the Regional Government of Extremadura to identify and assess the best locations in the territory to develop new renewable energy projects. This will allow to verify the transfer of the Spanish proven successful approach to the conditions of the Moravian-Silesian Region, and to adapt the methodology for suitable sites assessment for the development of renewable hydrogen projects, contributing to reach the regional targets set.
The addressed policy instrument, the Hydrogen Technology Development Strategy of the Moravian-Silesian Region, will be directly impacted by introducing a detailed analytical tool for identification, spatial delineation and prioritization of sites that are suitable for developing hydrogen projects. This tool will help achieve the strategy's goals of (i) developing hydrogen technologies and businesses, and (ii) promoting the production and use of green hydrogen. It will also be used for the definition of hydrogen nodes and micro-regions within the Hydrogen Valley Concept of the MSR.
The nature of the pilot action is to test and validate the good practice selected in the MSR, mapping the territory, designing a multicriteria evaluation model and creating an analytical data framework to assess the most suitability sites with the final objective of facilitating new hydrogen projects in the region. The methodology will consider several criteria such as the availability and potential of renewable energy sources and infrastructure, the availability of water, connections to industrial consumers and territorial planning or environmental restrictions.
The result of the action will be a verified methodological framework for the evaluation of priority sites through a multi-criteria analytical and structured model of the territory. These outputs will support the decision-making process of the public administration in the planning and facilitation of new hydrogen projects.
