The RP CAMPANIA ERDF 2021-2027 promotes renewable energy, sustainability and energy efficiency in enterprises (SO 2.1.1), aiming to reduce GHG emissions by at least 30%. It supports targeted investments in energy-efficient technologies, renewable energy and emissions reduction in production cycles and domotic remote control systems, including in companies providing essential public services, such as the integrated waste and water cycle (i.e. through inverter management of electromechanical devices in sewage treatment plants and aqueducts). The policy instrument also introduces hydrogen as a strategic element for decarbonization, particularly in hard-to-abate industrial sectors and transportation.
Given Campania’s strategic position as a maritime hydrogen hub, the policy funds hydrogen infrastructure, storage and distribution, supporting the energy transition of major logistics clusters. Investments will foster hydrogen adoption in shipping and transport, with a focus on ammonia and methanol as alternative marine fuels.
Financial instruments such as grants and loans will seek to facilitate hydrogen-related investments, ensuring alignment with industry needs and regional development goals. The policy’s synergies with Lombardy (Mantua) strengthen Italy’s hydrogen strategy, bridging coastal and inland applications, supporting industrial decarbonization, and enhancing interregional cooperation.

The PTCP guides the territorial planning of the ProvMN, ensuring coherence of municipal policies and regional/national frameworks. According to Regional Law 12/2005 "Law for the Territorial Government", it defines objectives for the organisation and protection of its territory in relation to provincial or supra-municipal interests and regional planning. The PTCP coordinates all local planning instruments and defines: i) criteria for implementing infrastructure system, such as connectivity, accessibility, quality, sustainability and innovation; ii) the general infrastructure programme, related to mobility, energy and environment; iii) the technological corridors for the infrastructure network of supra-municipal interest. The last PTCP integration (2022) focused on the Port of Valdaro, as part of a Masterplan for industrial requalification and energy efficiency. The PRHyUS project will allow the PTCP to be updated by incorporating H2 diffusion in industry and heavy freight transport, particularly within the HyMantovalley initiative, supported by €30M from the National Recovery and Resilience Plan. As Mantua is linked to EU logistics corridors (Brenner motorway, inland port infrastructure), the PTCP will integrate H2 supply chains, define criteria for infrastructure development, industrial decarbonisation and H2 transport hubs. The policy will align with national/regional H2 strategies to ensure its role in the Italian H2 ecosystem and complement the Campania maritime H2 hub.

The main objective of the Bydgoszcz Sustainable Energy and Climate Action Plan (SECAP) is to improve energy efficiency, reduce GHG gas emissions and promote sustainable energy practices in the city. The implementation of the measures will enable the city to reduce 40% of emissions, in line with the goals of the Covenant of Mayors on Climate and Energy.
SECAP includes several actions targeting different sectors, including public, residential, transport and industrial sectors. The plan is based on data analysis, including baseline emissions inventories, to identify key areas for action and track progress. It involves collaboration with local SHs, including government agencies, businesses and the public, ensuring a participatory approach to sustainable development. Measures addressed:
Building retrofits in residential and public buildings, including insulation, window replacement and energy efficient lighting,
industrial optimisation by reducing energy consumption and emissions in industrial processes
Expanding and modernising the public transport system to include electric and hydrogen buses and improving infrastructure for non-motorised transport.
Awareness and education: Campaigns and programmes to raise awareness of energy conservation and climate change among citizens and businesses.
By focusing on these objectives and actions, Bydgoszcz's SECAP aims to create a sustainable, low-carbon city while improving the quality of life for its residents.

With this initiative, Gradiska aims to develop a decarbonisation strategy for the city of Gradiska, which will provide the basis for the future development of a sustainable and green city. This process will focus in particular on reducing the environmental impact associated with business operations and value chains. In addition, at least five companies from Gradiška will be involved in this policy instrument, helping them to emerge from the crisis with smart solutions. The Gradiška documentation aims to establish sustainable approaches for future business operations through a pilot - implementation of specific short-term interventions that will contribute to the decarbonisation of their business operations.
The introduction of new business models or practices means not only minimising the impact on the environment, but also positive economic and social impacts, leading to sustainable growth and expanded business opportunities, even in times of crisis. The intervention will also contribute to the range of ideas and concrete actions and scalable innovative solutions of small and medium-sized enterprises. These actions would contribute to decarbonisation and point the way to the central goal of the decarbonisation strategy - achieving net zero emissions and stabilising climate change. The intervention will also contribute to the range of ideas for improving air quality, which is another development issue in the country.

The general objective of the policy instrument is to create a hydrogen hub in the Auvergne-Rhône-Alpes region.
The policy is divided into 6 axes:
Development of the regional ecosystem
Development of territorial and sectoral ecosystems
Supporting the creation of energy infrastructures
Support the economic development of the sector
Supporting and accelerating R&I
Support the development of international trade
The policy text was written by the Auvergne Rhône-Alpes Region in 2020 with the support of three clusters: Tenerrdis, Axelera and Cara. It is implemented on an annual basis through agreements between the three clusters and the regional authority. They agree on activities (mapping, participation in international events, working groups, ...) and on events they will organise during the year to support the development of hydrogen in the region. Each year, new themes are explored (trucks, hydrogen for water transport...).

The Just Transition 2021-2027 for Romania is a national programme aimed at mitigating the socio-economic impacts of climate change in its most affected regions. It is structured around six priorities, each dedicated to a specific territory. Priority 6 focuses exclusively on Mureș County, addressing its economic, environmental and social challenges during the transition. The programme is coordinated by the Ministry of Investments and European Projects and RDA Centru manages the implementation in Mureș. With a €277 million budget, Priority 6 supports economic diversification, clean energy, mobility and workforce transition, guided by the Mureș Territorial Just Transition Plan, which defines local needs and targets to achieve climate neutrality by 2030.
Mureș County has the national highest H2 demand, mainly due to the Azomureș fertiliser plant, which relies on H2 for ammonia production. The JT prioritises pilot and demonstration projects to integrate H2 into electricity production, industrial decarbonisation and H2-powered public transport in Târgu Mureș. Hydrogen also has potential applications in residential heating and energy storage. Although JT operates at a national level, Priority 6 is tailored to Mureș County’s needs, ensuring a localised approach to reducing industrial emissions and fostering H2 adoption. The PRHyUS project will enhance this process by enabling interregional cooperation, building local expertise and supporting H2-based economic development in Mureș.

The Energy and Climate Strategy (EKS) of the Kassel Regional Association (ZRK) is a politically adopted framework for sustainable urban and regional development in Northern Hesse and complements the Settlement Framework Concept 2030. Its objectives are to reduce CO₂ emissions, strengthen natural resources and increase climate resilience. The EKS defines seven fields of action: energy-efficient construction, biodiversity, local climate, energy supply, water management, mobility, and soil protection. Measures include the promotion of renewable energies (e.g. PV, heat from environmental sources), strengthening green infrastructure, supporting sustainable mobility, and safeguarding biodiversity and soil.
While energy supply measures already support renewables, hydrogen applications are not yet sufficiently addressed, although their relevance for the Kassel region is growing. Therefore, new hydrogen-related measures will be developed as part of the revision. The EKS applies to all ZRK member municipalities, aligns local planning with regional and state energy and climate objectives, and provides a platform for innovative projects on renewable energy, hydrogen integration, and climate adaptation. A biennial implementation report documents progress and evaluates the measures taken.
