The Basque Country Energy Strategy (3E2030) is the planning instrument that sets out the foundations of the BC's energy policy, generally with a 10-year horizon. The 2020 strategy has been revised to adapt it to the new socio-economic situation of Basque society due to important changes in the regulatory framework, as well as the evolution of technology, markets and energy consumption in recent years, marked by the international economic and financial crisis, and with a view to the year 2030
The long-term vision towards which the 3E2030 is directed is the progressive evolution of the socio-economic model, especially in terms of industry, housing and transport, towards a new model of lower energy consumption, this consumption being centred on RE, with electricity as the main energy vector. The long-term goals are zero oil consumption for energy use by 2050 and zero fossil fuel consumption with zero net GHG emissions by the end of this century, as well as reducing GHG emissions by 80% by 2050 compared to 2005
With this vision, the long-term goals aim to achieve an increasingly low-carbon and competitive energy system. The overall objectives are as follows:
- Intensify energy efficiency actions in all sectors to limit the level of energy consumption
- Contribute to maintaining a competitive and sustainable energy system and increase the use of RES
- To establish priority areas for research, resource identification, technological and industrial development in the field of energy

The Regional Development Strategy for Blekinge County 2015-2025 (RUS) is indicative for the work on sustainable regional development. The actuality of the strategy is tested every four years. A growing place needs growing power. For the resident, it is about opportunities for improved quality of life and attractive living environments. For companies, it is about a stronger innovation climate and conditions for growth and expansion. RUS is an overall strategy for the joint regional development work in Blekinge and contains goals and priorities until 2030
AIM
The starting point is that RUS is a tool that will help to achieve the goals of regional growth policy by creating better conditions for sustainable regional development, by setting the investment priorities. Coordination between RUS and municipalities overview planning is particularly sought.
OBJECTIVE 2025
Reduced environmental and climate impact:
With a
-Strengthened sustainable energy transition
-Increased sustainable travel
-Reduced climate-impacting emissions
REASON FOR IMPROVEMENT
The policy will be tested every fourth year and renewed every tenth. Input to these revisions is key to improve the strategy. The policy instrument lack of actions for local electricity production, renewing and strengthen the electrical grid. Transnational learnings and capacity building through SIreNERGY will give input to next version of the RUS and strengthen the roadmap to reach the regional goals of s strengthened energy transition

Achievement 1The Short term Programme for Energy Efficiency of Beloslav Municipality (2021-2030) is directly related to the policies increasing the share of energy from renewable sources in rural areas.
The Programme sets up different priorities and goals related to that, i.e:
PRIORITY 1 - Implementation of an integrated package of measures to improve energy efficiency in the municipal sector
Goal 1.4: Increasing the share of renewable energy in the public sector
PRIORITY 2. Increasing the energy efficiency in the residential buildings on the territory of the Municipality
Goal 2.3: Increasing the share of energy produced from renewable sources in the housing sector
PRIORITY 3. Increasing energy efficiency in local industry
Objective 3.2: Increasing the share of energy used from renewable sources in industry
PRIORITY 4. Introduction of energy management on the territory of the municipality
Objective 4.1: Increasing the local capacity for sustainable energy development
However, improvement is needed in terms of increasing the citizens participation in the process and their
involvement of energy consumers as active players in the development of new renewable energy sources.
To that end, an improvement of governance at local level is sought after revision of the main features of Programme by adding a new priority or measure.

Achievement 1The policy instrument is a regional jobs and growth program contributing to the cohesion policy objectives, including, among others, a greener, low-carbon transitioning towards a net zero carbon economy and resilient Europe and a Europe closer to citizens. The geographical scope is the NUTS 1 area: Mazowieckie Voivodeship, containing two NUTS 2 units: Warszawski stołeczny and Mazowiecki regionalny. Regarding issues addressed by the project, the instrument includes actions within specific objectives:
- 2(ii) promoting renewable energy in accordance with Directive (EU) 2018/2001, including the sustainability criteria set out therein (Priority II - European funds for the green development of Mazovia);
- 5 (ii) fostering the integrated and inclusive social, economic and environmental local development, culture, natural heritage, sustainable tourism and security in areas other than urban areas (Priority IX - Mazovia closer to citizens thanks to European Funds).
Actions related to the development of the use of renewable energy sources may appear in various priority axes under the programme. The regional smart specialisation includes issues related to distributed energy, energy storage and renewable energy sources. The program also includes actions activating local communities to implement integrated territorial investments. Raising awareness will be crucial to motivate the local stakeholders to include RES within integrated territorial investments under the programme.

Achievement 1North-East Regional Programme 2021-27 was approved on 21.10.2022 and is to be managed by the North-East RDA. PA 3, RSO2.1. will support transition to low-carbon economy through EE measures in public buildings eligible both in urban and rural community areas and residential buildings in urban areas only. The projects must respond to a local community territorial strategy or a plan/strategy for improving energy efficiency/sustainable energies/SECAPs mainly aiming at the rehabilitation of buildings with low energy performance and high average annual energy consumption, facing energy poverty and development of sustainable energies for local users. According to the statistics (2021 reference year), the NE Region had a total number of 18,055 state-owned flats (property of local authorities), most of them being categorized as social housing and necessities also targeted by the present policy instrument. There is also a number of technical, financial, informational and cultural barriers to increasing energy efficiency in local communities: insufficient strategic guidance in local strategies, wholesale contribution, reduced technical expertise, insufficient integrated renovations, reduced benefits, works that do not meet quality standards/urban image. The program will support the interventions that implement and successfully combine the principles of sustainability, aesthetics and inclusion of the "New European Bauhaus", in direct connection with the European Green Deal.
